تأسس المجلس الفلسطيني للإسكان عام 1991 كشركة غير ربحية للمساهمة في حل ضائقة الإسكان في فلسطين، وتم تسجيله عام 1997 كجمعية خيرية حسب قانون الجمعيات والهيئات الخيرية الفلسطيني. يحكم المجلس هيئة عامة تنتخب من بينها كل 3 سنوات مجلس إدارة مكون من 13 عضوا، يقوم بالإشراف على فريق العمل والذي يضم عدد من المختصين في مجالات عمل المجلس المختلفة. ويهدف المجلس إلى تحقيق وإنجاز إسكان ملائم وصحي وميسر ضمن بيئة حضرية مستدامة من خلال برامج بناء القدرات المؤسسية للمجلس وأصحاب المصلحة، والإسكان والتنمية الحضرية والتواصل والمناصرة. ويطمح المجلس أن يلعب دورا ابتكاريا ومحفزا في توفير المسكن الملائم والصحي والميسر لجميع الأسر الفلسطينية ضمن بيئة حضرية مستدامة وانسجاما مع الخطة التنموية الفلسطينية. ضمن خطته الاستراتيجية 19-23، حدد المجلس مجموعة من الأهداف الاستراتيجية يتم العمل على تحقيقها من خلال برامجه المختلفة، وهي على النحو التالي: О المساهمة في تعزيز قدرات وممارسات المجلس الفلسطيني للإسكان وأصحاب المصلحة في توفير المسكن الملائم والصحي والميسر لجميع الأسر الفلسطينية، من خلال:  التطور المهني المتقدم لطاقم المجلس الفلسطيني للإسكان.  تطور القدرات الفنية والإدارية والتنسيقية لوحدات الحكم المحلي والمشاركة بشكل أفضل في التخطيط التشاركي للإسكان ضمن بيئة حضرية مستدامة وحق جميع الأسر الفلسطينية في الحصور على مساكن ملائمة وصحية وميسرة.  ازدياد وعي المجتمع المحلي بالحق في الإسكان الملائم والصحي والميسر. О المساهمة في توفير المسكن الملائم ضمن بيئة حضرية مستدامة وانسجاما مع الخطة التنموية الفلسطينية، من خلال:  تطوير المناطق السكنية بما يحقق تنمية حضرية مستدامة تضمن توفير البنية التحتية والبيئية المناسبة  زيادة الموارد المالية للإسكان والتنمية الحضرية.  توسع وتوفر الإسكان الملائم والصحي والميسر للأسر الفلسطينية ولا سيما الأسر الفقيرة والأسر ذات الدخل المنخفض.  المساهمة في تخطيط المناطق العمرانية لتوفير بيئة سكنية متوازنة. О المساهمة في تعزيز المعرفة وتوعية المجتمع تجاه حق جميع الأسر الفلسطينية في الحصول على سكن ملائم وصحي وميسر، من خلال:  تحسن عملية اتخاذ القرارات المستندة إلى المعرفة بشأن قضايا الإسكان واحتياجات الأسر الفلسطينية من خلال البحوث الإجرائية التعاونية.  تحسن وسائل الاعلام والاتصالات للمجلس الفلسطيني للإسكان.  تطور حملات الضغط والمناصرة لتعزيز الحق في سكن ملائم وصحي وميسر خبرات المجلس السابقة Previous Experience قام المجلس خلال السنوات الماضية بالعمل لتحقيق رؤيته وأهدافه الاستراتيجية من خلال البرامج المختلفة، مستهدفا فئات مختلفة من المواطنين في مناطق عمل المجلس سواء في الضفة الغربية أو القدس أو قطاع غزة، ومن أهم الخبرات والإنجازات التي تم تحقيقها في قطاع غزة في مختلف البرامج: О برنامج الإسكان والتنمية الحضرية المستدامة وقد تم ضمن البرنامج تنفيذ تدخلات متنوعة تخدم فئات مختلفة منها: • بناء مشاريع إسكان: قام المجلس ببناء 1198 وحدة سكنية موزعة على خمسة مشاريع سكنية في محافظات قطاع غزة المختلفة، استهدفت ذوي الدخل المتوسط بنظام القروض طويلة ومتوسطة الأجل. • تمكين بناء وبناء جمعيات الإسكان التعاونية: قام المجلس بدعم سبع جمعيات إسكان تعاونية ضمت (178 وحدة) موزعة على عدة محافظات، وقد استهدفت ذوي الدخل المتوسط ممن قاموا بتشكيل جمعيات إسكان تعاونية، وذلك من خلال نظام القروض طويلة ومتوسطة الاجل. • تمكين الأسر ذات الدخل المحدود من البناء أو إكمال البناء أو شراء شقق: قام المجلس بمنح قروض ميسرة لبناء وتشطيب وشراء الوحدات السكنية لعدد (917) أسرة، بالإضافة إلى قروض الطاقة الشمسية والتي تهدف لتزويد الوحدات السكنية بالطاقة. • بناء وتأهيل بيوت الفقراء والمهمشين: قام المجلس بتأهيل وموائمة (724 وحدة سكنية) للأسر الفقيرة وذوي الإعاقة، بالإضافة لبناء (45 وحدة سكنية) بالكامل تسكنها أسر فقيرة وأسر تضم أفراد من ذوي الإعاقة. • توفير السكن للأسر الهشة التي تعيلها النساء: تمكن المجلس من توفير بدل إيجار الوحدات السكنية لعدد (70 أسرة • إعادة الإعمار - قام المجلس بإعادة إعمار (550 وحدة) سكنية مدمرة خلال الحرب على غزة 2008- 2009 ومن بينها برج الأندلس - تطوير شارع صمامة بغزة كأحد استنتاجات ورش العمل التخطيطية بمشاركة مجتمعية في حي الزيتون بغزة. • دعم التخطيط التشاركي المكاني في فلسطين - عمل تحديث مخططات بمنهجية تخطيط تشاركي لتسعة بلديات تمثل (18%) من مساحة نفوذ بلديات قطاع غزة - عمل عدد 16 مخطط تفصيلي في ثمانية بلديات بمنهجية تخطيط تشاركي - البلديات المستفيدة هي o خزاعة o الشوكة o وادي غزة o عبسان الكبيرة o بيت لاهيا o وادي السلقا o المصدر o النصر o عبسان الجديدة - تطوير دليل التخطيط المكاني التشاركي وتعميمه - تقديم حلول مبتكرة ضمن نظم استعمالات الأراضي للتغلب على معوقات قانونية لتطوير بيئة السكن الزراعي - تقديم قواعد بيانات على برنامج نظم المعلومات الجغرافية شاملة لكل المعلومات في المناطق التي تم العمل عليها. • استخدام ادوات تكنولوجيا المعلومات لتعزيز حقوق الانسان وخلق مساحات عامة وشاملة في قطاع غزة - بمشاركة المجتمع المحلي واستخدامه تقنيات تكنولوجيا المعلومات في التخطيط والتصميم قام المجلس بإنشاء ثلاث حدائق عامة هي حديقة الشوكة وحديقة الشيماء ببيت لاهيا وحديقة الزوايدة. - كما تضمن المشروع مخرجات أخرى أهمها تدريب كوادر البلديات المستهدفة وتطوير مواقعها الالكترونية لتكون وسيلة تواصل مع الجمهور اضافة إلى رفع وعي المجتمعات المحلية خاصة الشباب والمرأة وتدريب عملي لتسع مهندسات حديثات التخرج لتمكين دمجهن في سوق العمل.

The Palestinian Housing Council (PHC) was established in Jerusalem in 1991 as a non-profit institution dedicated to help alleviating the problem of housing, and contributing the development of the housing sector, in addition to overcoming the housing problems. It was re-registered as an NGO IN 1997 according to the Palestinian law of associations. The PHC is governed by a general assembly elects 13 Board of Directors among it each three years. The Board of Directors act through two Committees one in the West Bank and the other in Gaza as a decentralization due to the geographic factor. The board of directors supervises the team work which include specialists in the different works fields. PHC aspires to play an innovative and catalytic role in realizing and delivering sustainable human settlements and enabling adequate, healthy and affordable housing for all Palestinian households through several strategic goals which was identified in the PHC strategic plan 19-23 as below: Strategic Goal # 1: To contribute in strengthening the capacities and practices of PHC and stakeholders in realizing and delivering sustainable human settlements and enabling adequate, healthy and affordable housing for all Palestinian households. Advanced professional development of PHC. Improved technical, administrative and coordination capacities of central and local government institutions to better engage in sustainable human settlement planning and development and right of all Palestinian households to adequate and affordable housing. Supported development of private sector in the housing market. Increased awareness of community on right to adequate, healthy and affordable housing. Strategic Goal # 2: To contribute in realizing and delivering sustainable human settlements and enabling adequate, healthy and affordable housing for all Palestinian households. Increase housing land availability and supply and improve security of land tenure. Promoted a new sustainable urban growth model for human settlements so that spatial plans guide housing and neighborhood development, including infrastructure provision. Leverage more financial resources for housing and urban development Expand and enable adequate and affordable housing supply to Palestinian households particularly the vulnerable and lower-income households. Strategic Goal # 3: To contribute in promoting knowledge and sensitization of society towards the right of all Palestinian households to adequate, healthy and affordable housing. Developed Management Information System (MIS) for PHC Improved knowledge-led and informed decision making on housing issues and needs of Palestinian households via cooperative action researches. Improved media and communication of PHC. Developed lobbying and advocacy for advancing the right to adequate, healthy and affordable housing. Previous Experience During the previous years, the PHC work to achieve its vision and strategic goals through different programs, targeting wide categories of beneficiaries in the areas of its interventions Jerusalem, Westbank and the Gaza strip, the PHC in Gaza strip has a good experience and Impactful Interventions in all of the strategic programs as below: Housing projects for limited income families: The PHC constructed 1198 housing unit in five housing projects distributed among the Gaza strip governorates, targeted the families with low income through long-term soft loans. Housing Cooperatives The PHC support seven housing cooperatives projects including 178 housing units distributed among the Gaza strip governorates, these projects targeted families with medium income. The PHC provided the targeted members of cooperatives with technical assistance and personal loans to enable them to construct their buildings. Housing Lending program for households with medium and low income The PHC supported 1817 household beneficiaries to delivering houses through provided housing long term soft loans to complete building or finish existing houses (self-help housing) or purchase a housing unit. Construction and Rehabilitation program for Vulnerable Households The PHC upgrading sub-standard shelters and rehabilitated 724 houses to be adequate for vulnerable households and PWDs, in addition to constructed 45 other houses for vulnerable families (headed by widowed, divorced) persons with disabilities, and elderly. Delivering Housing for vulnerable families headed by women The PHC provided the rent cost for 70 families headed by women and facing problems and violence for six months. Gaza Reconstruction The PHC contributed effectively in the reconstruction processes since 2009, the PHC reconstructed 550 housing unit which fully damaged through the Israeli aggressions, in addition to rehabilitated and reconstructed Al-Andalus tower which was content of eight floors with severe damages. As other intervention the PHC contributed to develop Samama street in Al-zaytoon neighborhood at Gaza governorate as one of the results of community participatory planning workshops. Supporting participatory spatial planning in Palestine-Gaza • Updating plans using a participatory planning methodology for nine municipalities representing (18%) of the area of influence of the Gaza Strip municipalities. • Preparing 16 detailed plans in eight municipalities using a participatory planning methodology • Developing and disseminating a participatory spatial planning manual • Providing innovative solutions within the land use systems to overcome legal obstacles to developing the agricultural housing environment • Providing databases on the GIS program, including all information in the areas that have been worked on. Using information technology tools to promote human rights and create public spaces in the Gaza Strip • With the participation of the local community and its use of information technology technologies in planning and design, the PHC established three public parks: Al Shoka Park, Al Shaima Park in Beit Lahia, and Al Zawaida Park. • The program also included other outputs, the most important of which was training the cadres of the targeted municipalities and developing their websites to be a means of communication with the public, in addition to raising the awareness of local communities, especially youth and women, and practical training for fresh graduated female engineers to enable their integration into the labor market.
